China’s Commerce Ministry tightens rules on rare earths exports

China tightens rare-earth export guidelines, imposes new dual-use licensing from December 1

China has introduced sweeping new restrictions on rare-earth exports, requiring each international and home corporations to acquire particular licences for objects with potential navy purposes, in a transfer that underscores tightening controls over supplies crucial to world expertise and defence provide chains.
